The packet says “1/3 cup plus 1 Tbs dry mix … add 1 cup water [or] soy milk”.

This works out to 0.39 cups of sauce mix to each cup of soy milk. Which means (in terms that I can understand) that you put in as much sauce mix as you want, and then add 2 1/2 times as much soy milk.
